The Second Oldest Profession and its Dangerous Health Implications: Counterfeits, Medicines, the Health Impact, and Global Initiatives to Stop the Fakers

Whatever may have been the first business, it was followed by someone copying it. Medicines and Health Products are no less vulnerable to being faked than other goods. They can be easily copied and are difficult to detect. More important than the economic damage of illegal copying, is the harmful health consequences. Taking pill whose main ingredient is talcum powder, when an antibiotic is needed, will have serious health implications. Private sector and Governments take this threat seriously and are working on various initiatives to stop the flow of these fakes. The Legal Committee is pleased to welcome Mr. Jeffrey L. Gren. Director, Office of Health and Consumer Goods, U. S. Department of Commerce to share with member the current state and initiatives related to counterfeit medicines.

Mr. Jeffrey L. Gren has been Director of the Office of Health and Consumer Goods (OHCG) within the U.S. Department of Commerce since August 2004. Prior to being OHCG Director, Mr. Gren has been Director of the Office of Microelectronics, Medical Equipment and Instrumentation (OMMI) from 1991 to 2004 – also within the U.S. Department of Commerce. He is also the Leader on APECS Anti-Counterfeit programs and initiatives and works with government and private sector leaders throughout Asia Pacific to address anti-counterfeits.

As Director of OHCG and OMMI, Mr. Gren has lead numerous trade and policy missions to promote U.S. health and microelectronic products; developed programs to promote U.S. health industry products in major global markets; organized global anti-counterfeit medical product activities, and served in a leadership role in the U.S.-China Pharmaceuticals and Medical Devices Subgroup. Prior to working as the Office Director for OHCG and OMMI, Mr. Gren was Senior Policy Advisor to the Deputy Assistant Secretary for Basic Industries, also within the U.S. Department of Commerce, and also was Deputy Director of the U. S. Department of Commerce Trade Adjustment Technical Assistance Program.
